What is outsand?

Pre-aid handbook is an app helps NGOs to protect areas threatened by sandstorms, a climate-related extreme event caused by strong wind and sand or dust. In it they could find common sense about sand storms and nearly all emegency measures and preparation measures to against the effects brought by sand storm.
